Indian Mound Neighborhood Association Meeting Minutes from August 20, 2018.

Next Meeting: Monday, September 17th, 6:30pm at the North-East Branch Library (6000 Wilson Rd, KCMO 64123)

  • Bryan Stalder, Election Follow-Ups
    • We will be moving forward with four board members
    • In accordance with bylaws, individuals interested in running for positions must be paying members and have attended 50% of the meetings in the year prior to the election
    • There are four quadrant captain positions available to any paying members. Please let a board member know if you’re interested.
  • Mary Cyr, NEAT
    • 12th Street Scrap Yard in Lykins has been a problem
      • Current MO legislation allows cars 10 years or older to be scapped without a deed
        • Have seen 14% increase in auto thefts since this legislation passed
      • Problem in NE is with scrappers taking plumbing and electrical wires
    • Proposed Scrap Metal Ordinance
      • Eliminate cash transactions
      • Must come in in motor vehicle
      • Three-day waiting period
    • Hearing on Wed., Aug. 22 at 10 a.m., City Council Chamber
      • Written testimony accepted
      • Scrap metal lobby is strong, so important for neighbors to show up
    • Regulated Industries will do routine monitoring
  • Tiffany Moore, BikeWalkKC
    • Working with Children’s Mercy on grant
    • Focused on elementary schools – Garfield, Whittier, Gladstone, James
    • Earn a bike programs allowed interested children to earn bikes
    • Next phase of project is “quick builds” – will do two
      • Identify locations around elementary schools, mocking up with temporary materials to make safer for kids going to school.
      • Will be working to make solutions eligible for PIAC funds or GO Bonds
      • Options
        • 10th and Benton – Whittier
        • Wabash and Lexington – Garfield
        • John and Van Brunt – Gladstone
      • There will be an event when the builds are done
      • Data gathered to see use
    • Patrick Byrd, KCPD
      • Citizens Police Academy, starts Sept. 4 at East Patrol, 2640 Prospect
        • Tuesdays from 6-9 p.m.
          • Training academy tours, crime lab tours, etc.
        • Discuss crime stats
          • Lock your vehicle, keep valuable items out of view even if only for a few minutes
          • Auto thefts likely due to tow trucks taking to scrap yards
          • If see suspicious tow trucks, be sure to get license plate number
          • Most assaults and robberies victim and assailant know each other
        • Pan Handling
          • City trying to do ordinance; date TBD.
          • Community Officers and Social Worker go out and talk to pan handlers and offer services
          • Ordinance needed to help get these people help/treatment, not just arrest
          • KCPD is out daily looking for them, but best option is email Officer Patrick Byrd at byrd@kcpd.org; 816-269-3164 with locations.
          • Link between social security building and other organizations? Should invite them to meetings to discuss impacts of resources and feeding the people.
            • Salvation Army and City Union Mission in St. Joe shut down so sending homeless people here.
          • Can report traffic issues to 311 or request via KCPD website.

          • Great success! Estimate close to 400 people there.
          • Need volunteers for next year, or feedback on how to improve the event

            • IMNA presenting at Hillcrest Community Center, 10401 Hillcrest Road, on Aug. 30, 6:30-8:30 p.m.
              • The more community members, the more impactful the presentation.
            • IMNA will focus on parks, this time traffic calming at Indian Mound Park

          • No assigned codes inspectors right now
            • James Fain responding on case-by-case basis. You MUST report any problem properties or they won’t get handled because no inspectors are patrolling.

            • 4218 Windsor – fire damaged, purchased in tax sale, signing over so should be demo’d
            • 136 Bellaire – 30-90 days for demo
            • 4442 Scarritt – Dangerous Buildings has bid out for demo
            • 5422 Norledge – sold in tax sale today

            • Can be ticketed if animals are not licensed (dogs, cats, pigs, whatever)
              • $10/year license; $27/3 years
              • Ticket is $120
            • Pit bull ordinance – pit bulls must be spayed or neutered
              • Even if mixed breed, must be sprayed or neutered
            • Wildlife calls – bats, possums, raccoons
            • 234-5111 is for urgent animal control matters
              • Seven days a week, 7-9 p.m.
              • If leaving 311 message, takes about 48 hours
            • Priorities are dog bites, dogs in vehicles
              • Low priority is strays
